The Directive (EC)
No. 1223/2009 on cosmetic products will be valid in binding form from 11 July
2013 onwards, and largely replace the existing laws on cosmetics.
From 11 July 2013
onwards, the EN ISO 22716:2007 standard will gain a quasi legislative
character. The DIN EN ISO 22716:2008-12 corresponds with the
stated standard. This is the German version. The
goal of the GMP standard ('GMP guideline') is primarily to guarantee a high
degree of product safety.
Harmonised standard
In art. 8, section
1, the EU Cosmetics Directive (EC) No. 1223/2009 requires
the production of cosmetic products to take place 'in accordance with sound production
practices'.
As the internationally
harmonised EN ISO 22716:2007 standard has been published in the official European
Union gazette, from 11 July 2013 onwards, the contents gain a quasi legislative
character. In this context, the specifications of this standard become
obligatory for manufacturers, and their compliance with them can be monitored
by the supervisory authorities.
